2001 BJSA FLAG FOOTBALL RULES

Game

  1. The games will begin with a coin flip to determine which team will have the ball first, starting on the 10 yard line. The loser of the coin toss will receive the ball at the beginning of the second half.

  2. The game will consist to two 25-minute halves, with the clock running continuously, with the exception of the last minute of the second half.

  3. Two timeouts per half. No carry over of timeouts.

  4. Five minute halftime.

  5. Teams need a minimum of 7 players to start a game.

  6. Down field blocking is allowed, without the use of hands or holding.

  7. The center, guards and tackles are NOT eligible catch passes.

  8. All players must wear a mouthpiece while in the game.

  9. COACHES WILL PLAY ALL PLAYERS A MINIMUM OF HALF THE GAME!!

  10. Two (2) coaches will be allowed to be on the field on both defense and offense.

  11. Parent and spectators will remain 10 yards from the sideline. Only coaches and players are allowed on sidelines.
    ** Referees will enforce this rule. One warning, then a 15-yard penalty.

  12. Teams will pick a side of the field before the game starts.

  13. Parents are asked to provide encouragement to both teams. Booing will not be tolerated. Parents participating in this type of activity or any other negative behavior will be asked to leave the field. Further conduct by the same individual will be barred from future games.

  14. The referee on the field has the power of enforcement of any game time rules and may, at their discretion, terminate the game should fan(s), coaches or players become uncontrollable.

  15. THE LEAGUE'S PRIMARY PURPOSE IS TO TEACH THE FUNDAMENTALS AND SKILL DEVELOPMENT TO THE YOUTH PARTICIPATING. WINNING IS SECONDARY TO HEALTHY COMPETITION.

Players

  1. The team will consist of eight players on the field at once.

  2. A team has four downs to move the ball 10 yards.

  3. A team has 40 seconds to put the ball in play.

  4. The offensive team must have five players on the line of scrimmage.

  5. BOTH offense and defense lines must be in a 3-point stance before the snap of the ball.

  6. The ball carrier is stopped when one of his flags is removed. It is the players' and coaches' responsibility to ensure flags are on correctly. Flags must be worn on each hip. Flags cannot be worn on the front or back.

  7. No player may spin, jump, leave his feet, or flag guard his flags from the defender. If a player's flag falls off with no defender in the area, the player is considered down.

  8. Blocking is done with both arms in, with no use of the hands.

  9. A fumbled ball is blown dead where it hits the ground.

  10. Teams must announce a punt on 4th down. Punts will be marked 20 yards. The ball can't be placed inside the 10 yard line.

  11. Touchdowns are six points. A passing extra point is two points. A running extra point is worth one point.

  12. After a score, the opposing team takes possession on the 10 yard line.

  13. Players' shirts/jerseys must be kept tucked in at all times.

  14. No player may reach his ninth birthday before August 1 of the season. Players turning nine before August 1 are not eligible to participate. Birth certificates may be checked if necessary.

Defense

  1. Defensive players will use the "swim method." No grabbing is permitted.

  2. Safeties are worth two points.

  3. Defensive players must raise the flag above their head after deflagging. The defensive player is to stay in place after deflagging.

  4. DEFENSIVE PLAYERS MUST REMAIN ON THEIR FEET AT ALL TIMES. NO DROPPING TO THEIR KNEES IN FRONT OF THE RUNNERS.

Pass Interference 10 yards
Incidental Unnecessary Roughness 5 yards
Intentional Unnecessary Roughness 15 yards
Unsportsmanlike Conduct 15 yards
